GCC - Replace Libiberty with Gnulib

For projects using Libiberty, most of that functionality can be provided by Gnulib and therefore there is no real advantage to the GNU project to have two libraries for substantially the same purpose. This project involves replacing the libiberty library with gnulib within the scope of GCC.
