Improvements for Question Tool

The objective of this proposal is to improve the existing user interface and optimise page speed of the Question Tool. The proposed layout improves user interaction and provides visibility of maximum questions at a glance. Moreover, the proposed update layout also reduces sudden changes to the interface such as flashes and ensures smooth injection of new questions to the existing page. Besides, the optimisation of JavaScripts and CSS files (i.e. static assets) helps the web page to be loaded relatively faster than the unoptimized version. And to achieve the desired output, Mockups, JavaScript, CSS and HTML will be used.
