A conceptual framework for a population based city simulation is developed in this proposal. Concrete implementation approaches for the steps involved, city spot searching, population growth, building spot selection and road generation were devised based on own ideas and literature. The approach to solve those task is a conjuction between agent based reasoning and stochastic methods as well as growth models. In the case of time left after finishing those goals, need based resource usage and production are talked about until the stage of a market development. Briefly, possible future developments are discussed.
