[COMDEV-254] Allura - Personal Dashboard

A nice improvement to Allura project/code hosting would be a personal dashboard when a user is logged in. It would provide quick access to the projects that the user is part of, tickets that created by the user, tickets assigned to the user, pull requests of the user, activity stream of people that the user follows, etc.
