Add a secureCodeBox CLI (scbctl)

The SecureCodeBox (SCB) project provides a powerful framework for automated security testing. Users currently face challenges in quickly initiating scans, observing real-time progress, and managing scan configurations directly from their terminal. To address these challenges, this proposal aims to extend the scbctl CLI tool, introducing new commands and functionalities that streamline the process of managing security scans within SCB.
