Send a track to another user as a personal recommendation

This project aims to implement a feature in ListenBrainz, where you can personally recommend few select followers of yours, a recording, along with a description of why you liked it. This would be done, by implementing a new event type in the backend meanwhile in the frontend the personal recommendation would be sent via a context menu option or drag and drop. By the end of this project, the backend would have relevant endpoints and schema changes, and the frontend would have a new event type in the user feed.
