Improve CI/CD for MetaCall Core Windows

The Windows CI/CD project aims to automate the build, testing, and deployment of software on the Windows operating system. The main challenge is to ensure compatibility with multiple compilers and automate the installation of dependencies. The project's focus is on improving the MSVC support and implementing efficient testing mechanisms. I'll be working towards creating a platform-agnostic and easily deployable CI/CD system that provides end-to-end support.
