Implementing an AirPlay Render Target Module for VLC

With VLC’s version 3.0, a major feature is the renderer API.This api makes it possible to create modules such as the new chromecast module that allows a user to cast arbitrary media to a chromecast enabled device. There is a clear use-case for the same functionality for the AirPlay and ROAP protocols.
