Add traditional machine learning algorithms to the Swift TensorFlow library

This document describes the proposal to "add traditional Machine Learning algorithms to the Swift TensorFlow library", for "TensorFlow" organization. This proposal aims to add traditional Machine Learning algorithms to the Swift TensorFlow library, So that the Swift for TensorFlow library will not only focus on Deep Learning but support overall Machine Learning. This will help the user of Swift for TensorFlow focus on application development rather than implementing state of the art Machine Learning algorithms.
